The high-end foreign expert program focuses on the introduction of non-Chinese foreign experts, the age of the applicant is not more than 65 years old in principle, the working time in China is not less than 2 months after the introduction, and they are leading talents or academic and technical leaders required in key fields of national science and technology, industrial development and discipline construction, and meet one of the following conditions: experts and scholars who hold equivalent professorships in famous foreign universities and research institutes
