1. New Downtown of Nanjing
(1) Nanjing North Railway Station Hub
Nanjing North Railway Station is located at the northern foot of Laoshan Mountain in Jiangbei New Area. With railway lines extending to eight directions, it is one of the three main passenger stations in Nanjing’s high-speed railway network. In addition, it is a large-scale transit transfer hub for China’s national railway networks spanning from the east to the west along the Yangtze River and from the north to the south. The design scale of Nanjing North Railway Station includes 3 fields, 16 platforms and 30 lines, with an estimated passenger throughput of 36 million person-times for the long run. The North Railway Station will make it possible to reach the northern wing of Nanjing metropolitan area within one hour, ensure adequate connectivity with the main cities in the Yangtze River Delta and faster connection with such key cities as Beijing, Chengdu Chongqing, Fujian, Guangdong.
The design of Nanjing North Railway Station is based on the shape of a “driving engine” to create a more
centripetal iconic image of Jiangbei New Area. According to the goal of building China’s fourth-generation model of railway station, it centers on the integrated design concept of station and city. By means of space overlapping and its efficient utilization, the traffic functions of Nanjing North Railway Station is integrated with office, hotel, catering and other urban functions, so as to realize seamless connection without leaving the station. In the future, Nanjing North Railway Station area will rely on the spatial concentration and time-space compression effect brought by the transportation hub to develop the hub economy, and further build the area into a new gateway radiating Jiangsu and Anhui and linked regions, a new living room with the integration of station and urban landscape, and a new engine of innovation as guide and double zone linkage.
(2) Jiangbei Fifth Bridge Powerise Axis
Located at the intersection of the traffic corridor of Nanjing No. 5 Yangtze River Bridge and Jiangbei urban development axis, Jiangbei Fifth Bridge Powerise Axis is a showcase of the modernized image of the southern part of Jiangbei New Area. Relying on the traffic corridor between the fifth bridge and Jiangshan Street, the YOG (Youth Olympic Games) spirit of hard work and aspiration originated from the west of the Yangtze River in Nanjing will be further extended to the area around Jiangbei Fifth Bridge Powerise Axis. This is to demonstrate the cultural connotation of taking the lead, being innovative and cherishing green wisdom in Jiangbei New Area, and create a most beautiful, innovative and ecological channel across the Yangtze River in the era of “development by embracing the river”.
Taking the construction of ecological civilization as the premise, and on the basis of guaranteeing the ecological and landscape functions of the corridor, Jiangbei Fifth Bridge Powerise Axis embodies the development concept of putting people in the first. Based on people’s experience, such six functional sections themed with ecology, leisure, communication, literature and art, fitness and business are formed to boost the development vitality of the area. The negative space of traffic division is transformed into a city stage with integration, sharing and vitality, so as to become a gateway of innovation and intelligence for Jiangbei New Area.
(3) Law Park District
Located in the core region of Jiangbei New Area and facing Qinglong Park with Laoshan Mountain at its back, the Law Park District is an important space carrier for the requirement of “rule of law first” in the New Area. As a high-end platform for the construction of the rule of law in Jiangsu Province and Nanjing, its planning centers on the goal of building a “highland with rule of law”. Based on the third circuit court of the Supreme People’s Court, the Law park district intends to form a characteristic space layout that is holistic and orderly, intensive and sharing with the integration of court and procuratorate, which fully embodies the theme of ruling the of law in China.
(4) Central Business District
As the core of Jiangbei New Area, the Central Business District has a total area of 16.1 square km, including Nanjing International Healthcare Area, New Finance Cluster Area, Historical and Cultural Area of Pukou Railway Station and other sectors of development. It gathers high-end service industries such as Comprehensive Health, new finance and headquarters office and is therefore a multi-functional demonstration area integrating such functions as business, commercial affairs, culture, leisure, health care and high-quality residence.
Adhering to the principle of high-quality planning and high-standard construction, the Central Business District aims to create a new riverside landmark of Nanjing, a new model of modern wisdom and sustainable development, a new model for the showcase of the area’s history and culture, and to facilitate the harmonious and integrated development between the city and nature. In this way, it will demonstrate the high-quality urban construction style of Jiangbei New Area featuring independent innovation and leading demonstration.
The Central Business District is an intensive demonstration of the wisdom and highlights in the planning of Jiangbei New Area. The compound use of land and the mixing of functions are encouraged to improve the development vitality of cities and communities. In addition, the mode of ground and underground integrated development is adopted to make more efficient use of land resources. In this way, a traffic network, composed of six railway lines and multiple expressways as the skeleton and a “dense road network in small blocks”, is formed to enhance the outward traffic evacuation capacity of the Central Business District, which will see intense development, and to improve the accessibility of its blocks. River systems, urban parks and urban living rooms are utilized to build networked and continuous urban open space systems. Therefore, urban design is elaborately made to strengthen the control and guidance of urban spatial form, and create a high-quality urban image of Jiangbei New Area.
（5）Urban Upgrading of Pukou Railway Station Section
Pukou Railway Station was built in 1908 and officially put into use in 1914. It is the only railway station with the characteristics of the Republic of China, and the first “century-old railway station” in China which has completely retained its historical features. During the period of the Republic of China, relying on the locational advantage as an interchange for rail and water transport, Pukou Railway Station and its surrounding markets developed into a prosperous “Pukou commercial port area”. The railway station with a red roof was an important landmark of Nanjing at that time. There were many anecdotes of celebrities about the station, including “The Sight of Father’s Back” by ZHU Ziqing. With the change of traffic patterns in Nanjing, Pukou Railway Station and its surrounding regions declined gradually after 1960s.
In the new era, Jiangbei New Area implements the high-quality development of the Yangtze River Economic Belt, and responds to the urban pattern of developing both sides of the Yangtze River in a coordinated way. On the basis of strictly protecting the historical scenic areas and cultural sites under government protection at various levels and continuing the historical context, it holds the idea of active protection to guide the continuation and inheritance of historical culture, integrate with modern urban functions organically, promote the activation and rejuvenation, remodel the new landmark of the century-old railway station and highlight the new style of post-industrial transformation along the Yangtze River.
(6) Seven New Measures for City Development
Jiangbei New Area implements the five concepts of Innovative, Coordinated, Green, Open and Inclusive
Development,, and innovates and applies seven new measures for urban development in its Central Area.
- Dense Road Network in Small Blocks
The Central Area leads the practice of building “dense road network in small blocks” in Jiangbei New Area. On the basis of summarizing the development experience at home and abroad, the planning block scale is controlled at 100-130 meters, the average density of road network reaches 10.7 km per square kilometer, and the density of slow lanes reaches 12 km per square kilometer. According to TOD development concept which puts people first and gives priority to public transport, a slow and friendly traffic environment, where 99% of the area is served by public transport stations within 500 meters, is to be created.
- Open Space System
The Central Area will build an open space system with mountains and rivers connected and blue and green interwoven to exhibit the spatial features of harmonious integration of mountains, waters, urban areas and forest. It will focus on building a 7.5 km long urban park along Qinglong Green Belt, and build the most beautiful riverside landscape belt and the most charming riverside city living rooms in Nanjing.
- Vertical city
The Central Area adopts the mode of ground and underground integrated development to build a “vertical city” with the reputation of “inverted image of city”. The underground space project located in the core area is the largest urban underground space development in China at present, with a maximum excavation depth of 48 meters and 7 floors of underground space, including CBD underground commercial floor, traffic floor, pipe gallery floor for municipal utilities, private bank vault and subway access floor. The whole project is based on the transfer stations of rail transit, integrating multiple functions and business forms, such as commercial facilities to achieve more efficient land use in the core area.
- Underground Loop System
The Central Area has planned the longest underground loop in China shaped like the Chinese character “目”, which can undertake 40%-45% of the traveling needs of adjacent land plots, effectively relieving the ground traffic pressure. According to the three-level one-way traffic system of “ground road—underground loop—underground garage”, 15,400 underground parking spaces are connected by the underground loop to realize the shared use of parking facilities; meanwhile, the underground garages form relatively independent fast access channel, so that the arrival and departure traffic can quickly realize the traffic conversion between the surrounding road network and the underground garage in the underground space area.
- Sponge City Construction
The concept of sponge city is introduced into the Central Area of Jiangbei New Area, and technologies of “infiltration, stagnation, storage, purification, utilization and drainage” are applied to the planning and
construction. The topographical advantages from Laoshan to the Yangtze River will be fully utilized to maintain the natural connection of the river system, providing a good sponge base, which improves the city’s flood control and drainage capacity; Water-holding capacity of the open space will be improved by reducing areas of hard pavement and adopting infiltration technologies; improvement will be made on the rainwater collection and recycling capacity to make the purified rainwater a good supplement to the municipal water supply
- Comprehensive Pipe Gallery Construction
The total length of the comprehensive pipe gallery which involves all the utility pipelines in the Central Area is 63km, covering the whole central area. Puhui Road comprehensive pipe gallery project is the first
comprehensive pipe gallery practice project in Jiangbei New Area, and it is also the first sponge pipe gallery constructed in China. At present, Jiangbei New Area is introducing a variety of advanced information technologies, such as intelligent sensors, in accordance with the construction requirements of intelligent pipe gallery, to build an industry-leading comprehensive platform of management, operation and maintenance.
- Green Energy Application
The Central Area takes the lead in practicing the concept of green development and promoting the rational utilization of resources. With the geographical advantages of being close to the Yangtze River, Central Business District gives full play to the river water source heat pump technology which features high efficiency, energy saving and environmental protection, and constructs seven regional energy stations of river water source heat pump and one water intake pump station and automatic control system. Green buildings will be promoted by adopting a variety of energy-saving technologies and intensive operation management measures so as to reduce regional energy consumption and save the cost of development
2. Two Cities and One Center
(1) City of Chips
Integrated circuit is the cornerstone of the development of electronic information industry. At present, China’s IC is mainly imported, and the localization rate is less than 30%. In particular, this rate is almost zero in such fields as DRAM, NAND memory and CPU. In 2020, China’s import of integrated circuits is expected to remain above US $300 billion for the third consecutive year, far exceeding that of crude oil. Therefore it is urgent to develop integrated circuits.
Nanjing Jiangbei New Area is committed to solving the “neck sticking” problem of IC. Relying on the driving force of TSMC, Loongson and other major projects, the new area has laid out the mode of comprehensive development of the whole industrial chain. The new area has vigorously attracted leading enterprises such as ARM, Synopsys, Cadence, GUC, and Spreadtrum Communications to accelerate the cultivation of key platforms, including “National Innovation Center for IC Design”, “China EDA Innovation Center”, and “Nanjing IC Service Center”. The ultimate goal is to build a sound service system for the innovation and entrepreneurship of the whole IC industrial chain and the whole life cycle of the industry, and accelerate the rise of a 100-billion level IC cluster.
In 2019, the integrated circuit industry of the new area achieved a main business income of 30.56 billion yuan, including nearly 100 design enterprises with their main business income exceeding 10 billion yuan. From January to September 2020, the revenue of the whole IC industry chain is expected to reach 37.82 billion yuan, up 66% year on year.
(2) City of Genes
Health is the most basic condition for a good life. According to the data of White Paper: Health Economics in China (2019), the current market size of China’s life and health industry exceeds 5 trillion yuan, which is
Nanjing Jiangbei New Area has deeply implemented the strategy of “Healthy China”. Taking as the goal the construction of “-1-120 Age Group” Whole Life Health Service System, it has focused on areas of
pharmaceutical R & D, biopharmaceuticals, diagnostic reagents, gene testing, medical devices, medical sales, health services etc., taken the lead in landing the “frontiers” of life and health, such as gene therapy, brain science research and macro molecular drugs, and deepened the innovation in “Internet plus health”. In addition, it has promoted the construction of major platform carriers such as the National Health and Medical Data Center (East), the Regional Medical Center in the Yangtze River Delta, and the “Three Centers and One Highland” for Precision Medical Service. Apart from the above, it has made in-depth cooperation and exchanges with Harvard Medical School, Nightingale Institute of Nursing, and Hongrui Diabetes International Medical Research Center, and introduced the Institute of Molecular Medicine, Peking University and GemPharmatech and other emerging R & D institutions. Furthermore, it has cultivated over 900 key enterprises, including Kingfriend, GP, Well Pharmaceutical Co., PharmaBlock and Nanwei Medical, and attracted over 20,000 high-tech employees. In 2019, the main business income of life and health industry exceeded 90 billion yuan, with a year-on-year growth of 60.3%; from January to September of 2020, the revenue of life health industry chain is expected to reach 75.65 billion yuan, with a year-on-year growth of 30%.
(3) Center of New Finance
Jiangbei New Area has firmly grasped the opportunity of building Nanjing into a “Leader in Innovation”, given full play to the advantages of “double zone overlapping” of free trade zone and national new area, actively explored the efficient integration of finance, industry and technology, and created a national first-class “Center of New Finance” featuring strong capital absorption capacity, industry-finance integration capacity and technology innovation and transformation capacity.
Based on the internet concept and spirit of “sharing technology, sharing economy and sharing services”, Center of New Finance in Jiangbei New Area organically integrates the emerging scientific and technological means, represented by cloud computing, blockchain, supply chain finance, artificial intelligence and big data, with its strategic requirements, in order to realize industry-finance integration at the deepest level by means of the mode of enterprise organization, market-oriented operation and professional service. This serves to build Jiangbei New Area into a “Center of New Finance” radiating across the country.
3.Innovation Sources
(1) Integration into the Global Network of Open Innovation
Jiangbei New Area will further promote scientific and technological innovation cooperation with innovative countries and key small countries, vigorously introduce high-end innovation resources by identifying top universities and scientific research institutes at home and abroad, and actively integrate into the global innovation network. It has cooperated with University of Cambridge, King’s College London, University of California, Berkeley, Harvard Medical School and Stanford University to build 8 overseas innovation centers and offshore incubators; in addition, it has cooperated with more than 30 domestic top universities and research institutes such as Tsinghua University, Peking University, Nanjing University and Chinese Academy of Sciences and has jointly built more than 60 new R & D institutions. The links with new R & D institutions and overseas innovation centers will be strengthened continuously and the whole service process for the settling of domestic and overseas talent teams and innovation projects will be improved, so as to provide strong support for the innovation-oriented development of the new area.
(2)Creating Dynamic Innovative Ecology
Jiangbei New Area strives to create a “one-stop” scientific and technological service, and does a good job of a “shopkeeper” and “waiter” in the whole process. Relying on the independent innovation service center of Jiangbei New Area in Nanjing, the new area will build a service platform of science and technology combining online and offline, and one network and one hall. It will actively build an international standard IP protection system, promote the construction of such carriers as China (Nanjing) IP protection center and the People’s Court of Jiangbei New Area in order to realize the closed-loop operation of administrative protection, judicial protection, arbitration and mediation. Also it will implement the navigation of intellectual property patents to realize the deep integration of proprietary information and the decision-making for industrial operations. Moreover it will launch intellectual property pledge financing to help enterprises solve the problems that it is difficult to evaluate, pledge and transfer intellectual property rights. In addition, it will build up a first-class innovation policy system in China, covering innovation and entrepreneurship, industrial development, talent services and fintech, and create a good innovation ecological environment. Aiming at building a world-famous brand of innovation activities, the New Area has hosted Nanjing Tech Week, World Semiconductor Conference, organized various competitions such as China Graduate Electronic Design Competition, China IC and EDA Design Elite Challenge, and released “innovation vitality index” and “innovation source plan”, in an continuous effort to enhance its innovation influence.
(3) Building Front-Breaking Innovation Community
The innovation of science and technology industry is the most important handle for the high-quality
development of Jiangbei New Area and the construction of Nanjing Area of China (Jiangsu) Pilot Free Trade Zone. In order to further integrate innovation resources and create a high-level innovation ecology that’s more suitable for current industrial innovation and talent entrepreneurship, Jiangbei New Area focuses on building “121 innovation communities”. According to the “Four Haves” standards of “industry orientation”, “innovation subject”, “incubation ecology” and “public service”, the new area has worked elaborately to form an “engine” of sci-tech innovation featuring distinct industrial theme, concentrated innovation resources, outstanding open attributes, sound public platform and perfect service supporting facilities. It has endeavored to become an innovation source to lead the industrial upgrading of the new area, highlight the city’s brand charm, and gather global scientific and technological innovators. At present, construction of the first batch of six “121” innovation communities in Jiangbei New Area are accelerated, with a focus on the industrial parks and platform carriers. A city picture characterized by innovation is gradually unfolding in Jiangbei New Area.
(4) Building Topmost Innovative Platforms
Focusing on scientific and technological innovation, Jiangbei New Area accelerates the construction of major innovation platforms. It promotes the landing of the National IC Design Technology Innovation Center and the Innovation Center of New Finance, coordinates and carries forward the construction of major sci-tech innovation platforms, the Cambridge University-Nanjing Center of Technology Innovation and Regional Medical Center in the Yangtze River Delta included. It supports the development of CFIEC (China Future Internet Engineering Center) Nanjing Innovation Center, and create the core bearing area of the Comprehensive National Science Center. Centering on the industrial orientation of “two cities and one center”, it actively builds IC industry service center and biomedical public technology service platform, and promotes the construction of public technology service platform of advanced polymer materials and test platform of low consumption chips.
(5)Cultivating Vigorous Innovative Subjects
Seizing the historic opportunity of a new round of global scientific and technological revolution and industrial revolution, and focusing on the construction of “two cities and one center”, Jiangbei New Area endeavors to advance the two-way interaction between innovation chain and industrial chain, and to realize a virtuous cycle where sci-tech innovation is closely oriented towards industrial development and industrial development relies heavily on sci-tech innovation. Furthermore the new area cultivates “forest of scientific and technological innovation enterprises”, highlights enterprises’ dominant role in innovation, establishes a gradient mechanism for high-tech enterprise cultivation, and creates innovative enterprise clusters. In 2017, there were only 273 high-tech enterprises in the new area, and the number of high-tech enterprises in 2019 jumped to 717, which is expected to exceed 1,000 by the end of this year. In 2019, Nanwei Medical Technology Co., as the first sci-tech enterprise in the city to be listed on the Sci-tech Innovation Board of the Shanghai Stock Exchange. In 2020, DWELL again obtained the “admission ticket” for the Sci-tech Innovation Board. There are 3 enterprises in the whole city which have been listed on the Sci-tech Innovation Board and 2 of them are in the New Area. 13 enterprises in the new area have been selected into the list of Unicorn breeding enterprises, and 69 enterprises have been selected into the list of Gazelle breeding enterprises in Nanjing. Both the total number and the increased number of its Gazelle enterprises rank first in Nanjing.
(6)Gathering the World’s Top Innovative Talents
Jiangbei New Area has adhered to the concept of “Pooling talents from all round the globe to support our endeavor” and continuously improved the mechanism of soliciting talents through projects, alumni and overseas promotion in a flexible way. Also it has established and optimized scientific and technological talent database and talent efficiency evaluation system, established a high-level talent recommendation committee, launched a pilot project to carry out the reform of “double employment system” so as to effectively enhance the “pivotal power” for innovation-oriented development. The total number of top experts increased from 1 in 2016 to 35 in 2019, and that of high-level entrepreneurial talents increased from 25 in 2016 to 175 in 2019, and that of the three talent plans of “becoming entrepreneurs in Nanjing” increased from 36 in 2016 to 288 in 2019. At present, 2 Nobel Prize winners, 60 Chinese and foreign academicians, and more than 40,000 scientific and technological talents have been solicited or cultivated. The numbers of top scientific and technological experts, innovative entrepreneurs and high-level talents in the new area all rank first in the city.
